This can be achieved through increased cooperation and coordination among governments, port authorities, and the shipping industry, as well as through the development of regional guidelines and best practices.

Second, there is a need for increased financial and technical support for developing countries and smaller ports in the region to help them meet the requirements of the ISPS Code (Al-Sharif et al., 2021). This support can come from international organizations, such as the IMO, as well as from regional cooperation and capacity-building initiatives.

Third, there is a need for a more proactive and risk-based approach to maritime security in the region, taking into account the specific threats and vulnerabilities faced by different ports and countries (Al-Qahtani et al., 2022).
