The student who is reading below grade level and has difficulty decoding words needs more intensive instruction in order to catch up to their peers. The student who is at risk for struggling with literacy needs additional support and instruction in order to prevent them from falling behind.

I would like to add that it is important to provide students with literacy intervention and remediation in a timely manner. The sooner that students receive help, the more likely they are to be successful.
